    Short Set a block
    Syntax WAITSEMA(fn : STRING; timeout : INTEGER) : INTEGER
    Parameter fn : filename of the semaphore
    timeout : idle time in ms
    Return 1 : semaphore successfully opened
    0 : semaphore could not be opened

    Description tdbengine sets no blocks to tables, they are always opened in Shared-Mode.

    To ensure a secure multiuser mode tdbengine has binary semaphores which are realized as (empty, locked) files at the moment.

    semaphore file := semadir + waitsema-param

    this means, when using waitsema('../cgi') and tdbengine.ini.semadir is '../' the real sema is '../../cgi'.
